Another Secy Mainali quits

KATHMANDU, July 31: Shyam Prasad Mainali, secretary at the Public Service Commission, has resigned from his post, the fifth secretary to do so, after the government appointed Leela Mani Paudyal as new chief secretary.



Mainali announced his resignation amid a press conference in capital on Tuesday, showing dissent over the recent promotion of Secretary Paudyal to the top post of the bureaucracy. [break]



A day earlier, Secretary at the Election Commission Shankar Prasad Koirala, Secretary at the Home Ministry Sushil JB Rana and head of human rights department at the prime minister´s office Trilochan Uprety submitted their resignation to the PM  through  newly-appointed Chief Secretary Paudyal.



Similarly, Abanindra Kumar Shrestha, secretary at the Ministry of Information and Communications, also informed about his resignation. He is currently on leave.



They have maintained that the government decision to promote Paudyal as chief secretary is in contravention of the Civil Service Act which states that secretaries shall be promoted on the basis of seniority and performance record of senior-most secretaries.
