POKHARA, Aug 31: UCPN (Maoist) spokesperson Agni Prasad Sapkota, referring to the agreement Wednesday to entrust the top leaders of three major political parties with forging consensus to end the existing crisis, said that the parties’ chiefs opted for talks, though late, to keep the country from being a failed state.

“Keeping in view the impending risk (of the country becoming  a failed state), the top leaders have started dialogue in their bid for consensus,” Sapkota said inaugurating the third district convention of the Pokhara chapter of Revolutionary Journalists Association (RJA) here on Friday. [break]

Sapkota also warned that  the country will certainly turn into a failed state if the leaders failed in their bid for consensus at this crucial time, adding that the country will be deprived of a new constitution forever should the leaders fail in their task.

He said the calls for parliamentary elections, rather than Constituent Assembly (CA) polls, by a section of leaders are all part of the conspiracy to render the country a failed state. “ Some are hell bent on driving the country to back to the same old governance system, “ he said.

The Maoist leader reiterated that his party is still in favor of identity-based federalism, even though there have been some interpretations that such a model is basically a single caste identity-based federalism. “Without ethnicity-based federalism there is no guarantee of people’s rights, “ he argued.

He however said his party is ready to be flexible regarding the naming of the new federal units, but kept emphasizing that giving rights to peoples from all castes is what the new model should be all about.  “No country becomes weak when its people are given their rights, “ he added.
