UNMIN is organizing a special function at its office at BICC Complex, New Baneshwar, in the evening to formally announce closure of its office in Nepal.[break]
The special political mission of UN was established in response to the letter to the UN secretary general sent on August 9, 2006 in which the then Seven-Party Alliance Government and the Communist Party of Nepal (Maoist) requested United Nations´ assistance in creating a free and fair atmosphere for the election to the Constituent Assembly and the entire peace process.
UNMIN was established in Nepal on January 23, 2007 by UN Security Council Resolution 1740 with mandates to monitor the management of arms and armed personnel of the Nepal Army and the Maoist army in line with the provisions of the Comprehensive Peace Agreement, assist the parties through a Joint Monitoring Coordinating Committee in implementing their agreement on the management of arms and armed personnel and assist in the monitoring of ceasefire.
UNMIN was also given mandate to provide technical assistance to the Election Commission in the planning, preparation and conduct CA elections in a free and fair atmosphere. The electoral mandate of the UNMIN ended after the CA election was successfully held on April 10, 2008.
At the request of the government of Nepal, the UN Security Council unanimously extended UNMIN´s mandate for seventh consecutive time till January 15. The UNSC extended UNMIN´s mandate for six months on January 23, 2008, July 23, 2008, January 23, 2009, July 23, 2009, January 21, 2010, May 15, 2010, and for the seventh time on September 15, 2010.
However, there is no such formal function scheduled on the part of the government to bid UNMIN farewell. During a meeting of Parliamentary Committee on International Relations and Human Rights on Thursday, several lawmakers had expressed their dissatisfaction over the failure of the government to organize farewell ceremony to maintain diplomatic etiquette.
