PSC proposes 10 pc open, 90 pc promotion-based appointments for Joint Secretary posts

KATHMANDU, Jan 3 : The Public Service Commission (PSC) has proposed a policy to fill undersecretary positions with 10 percent of the posts through open competition and 90 percent through internal promotions.



In a meeting with the Parliamentary State Affairs and Good Governance Committee on Friday, PSC Chairman Madhav Regmi presented the proposal. He explained that this approach would allow talented candidates from outside the government to join the service while also encouraging current employees to focus on internal evaluations and performance.

Regmi emphasized that this model would help balance fresh talent with experienced staff, enhancing the overall effectiveness of the civil service.
