KATHMANDU, May 10: In today’s meeting of the National Assembly (NA) , Finance Minister Dr Yuba Raj Khatiwada presented a proposal, seeking the discussions on the principles and priorities of the Appropriation Bill for the fiscal year 2076-77 BS (except the tax proposal).
While tabling the document, the Finance Minister apprised the session that a budget would be formulated by abiding to the frame of principles and priorities of the Bill, promising that issues to be raised during the discussions would be taken as the guidelines of budget formulation.

“The bill has set a priority to the immediate fulfillment of minimum basic needs for livelihood by effective implementation of laws relating to citizen’s fundamental rights enshrined by the constitution,” the minister said.
As he briefed to the session, the upcoming budget would be focused on the enforcement of laws aimed to ensure people’s fundamental rights including food security, employment, basic education, public health, housing and social security and to guarantee opportunities for safe, decent and quality livelihood.
Meanwhile, at the beginning of the meeting, NA chair Ganesh Prasad Timilsina read out a letter received from the Office of President that Deputy Prime Minister and Minister for Defence Ishwor Pokhrel has been assigned to own up the portfolio of the Prime Minister in absence of Prime Minister KP Sharma Oli who is presently on an official visit to Viet Nam and Cambodia beginning Thursday.
The Upper House shall again meet at 11:00 am on May 13. RSS
