PM Dahal to participate in COP-28 conference to be held in Dubai

KATHMANDU, Nov 10: Prime Minister Pushpa Kamal Dahal has prepared to go to the UAE to participate in the Climate Conference (COP-28).

The 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) is being held in Dubai, UAE, from November 30 to December 12. The Nepali delegation led by PM Dahal is going to participate in the same conference.

For that, the Ministry of Forests and Environment (MoFE) has also advanced preparations. In a program organized by the ministry on Tuesday regarding the preparations for the COP-28, Dr Popular Gentle, a Development Management Expert to the Prime Minister of Nepal, said that PM Dahal is going to participate in COP-28. "In this climate conference, a strong delegation including ministers and experts will participate in the conference under the leadership of the Prime Minister," Gentle said.

So far, Nepal has participated only at the level of the Head of State or Government in three conferences. In the 15th conference held in Copenhagen, Denmark, in 2009, the then Prime Minister Madhav Kumar Nepal represented Nepal. In the 24th conference held in Poland in 2018, the then President Bidya Devi Bhandari represented Nepal. Similarly, in the 27th conference held in Scotland in 2021, a delegation led by the then Prime Minister Sher Bahadur Deuba participated.

Nepal's pavilion for the first time at the Conference

Nepal will also have a pavilion at the COP-28 conference. In previous conferences, Nepal did not have its own pavilion. But this time, for the first time, Nepal will have its own pavilion and more than 30 fields and topics will be presented in the pavilion, the MoFE said.

The UN Secretary-General Antonio Guterres' visit to Nepal just before the conference has raised excitement in Nepal, establishing the country's climate issues on the international stage.

“Our work papers on six different topics will be strongly conveyed to the world," said MoFE Minister Birendra Prasad Mahato.

According to the MoFE, preparations have been intensified regarding Nepal's participation in the COP-28 conference and the agenda to be raised by Nepal. As part of the preparations for the conference, the MoFE officials have interacted with all seven provinces and collected suggestions.

According to Dr Buddi Sagar Paudel, Chief of the Climate Change Management Division at the MoFE, preparations are underway for the conference to present six topics from Nepal. An expert group has been formed to collect suggestions for the topic to cover aspects such as climate finance, adaptation, mountain technology transfer and capacity development, loss and damage, gender, youth, children, climate empowerment, and minimizing the impacts of climate change.
