According to Maoist Vice Chairman Narayan Kaji Shrestha, the meeting of the top leaders held at Constituent Assembly building discussed about forging uniform interpretation mainly on the issue within how many days should the prime minister step down as per the three-point deal reached on Friday midnight to extend CA term. While the Maoists have stated that Prime Minister Madhav Kumar Nepal should step down in a few days to abide by the three-point pact, the ruling parties maintain that the prime minister will step down only after the parties arrive at consensus on all contentious issues related to peace process and constitution drafting and after reaching consensus on the name of the next prime minister to lead a proposed national consensus government.
“It is not that we will strike an agreement on all contentious issues prior to the resignation of the prime minister. I hope the prime minister will step down in a couple of days if that [Friday´s] agreement is anything to go by,” Maoist Vice Chairman Dr Baburam Bhattarai said. He said the resignation of the prime minister should be construed as a separate thing from the deal to be reached for the peace process and constitution-drafting.
Dr Bhattarai said there would be an agreement in principle on the contentious issues including the integration and rehabilitation of the Maoist combatants before the formation of a national government. “Then the national government would move ahead by forging a timetable for their implementations,” he said.
The three-party meeting on Sunday also agreed to implement the three-point deal by developing a concrete work plan.
NC General Secretary Bimalendra Nidhi told media persons that NC and UML proposed with the Maoists to form a task force to implement various issues including the management of Maoist combatants, return of the seized properties and disbanding paramilitary structure of the Young Communist League. The parties have agreed to form the task force after holding further discussions within their respective parties.
Nidhi said the meeting also dwelt on the formation of national consensus government as per the three-point deal. He said such government will be formed after the parties reach a package deal on all contentious issues.
“We have almost reached consensus on most of the issues,” he said. “We will forge consensus on remaining issues including the management of the Maoist combatants within the next few days.”
