Parties engross on determining time, procedures for feedback

KATHMANDU, July 4: Leaders of major political parties have focused their attention on settling a deadline and procedures for taking people's feedback to the first integrated draft of the new constitution.

The draft of the Nepal's new constitution prepared in line with the 16-point agreement reached among the major political parties on June 8 was presented before the full house of the Constituent Assembly last Tuesday.


Deliberations on the proposal tabled at the CA, seeking a permission to publish the draft constitution in the Nepal's gazette to collect people's feedback to that end are on; and the draft report will be taken to the people once the deliberations get over. Around 400 CA members have registered their names for taking part in the discussion.

Though political parties were announcing that the new constitution would be promulgated by mid-July, preparations were afoot to deliver the constitution by the end of this month as the earlier projection seemed quite impossible.

The CA has agreed to adopt a fast track to draft the constitution as soon as possible.

Political parties were already urged to establish common understanding on the deadline given to the CA for garnering people's suggestions and determination of necessary plans thereafter, according to CA Chair Subas Nembang.

Talking to some journalists at his office in New Baneshwor Saturday, CA Chair Nembang said that he has already suggested political parties to make preparations in such a way that could ensure the promulgation of the new constitution by July 31. Further business of CA will depend on the understandings of political parties.

The discussion is now focused on giving a window from one day to two weeks for sending the draft to the people for feedback, said Nepali Congress Constituent Assembly member Prakash Sharan Mahat.

Similarly, CPN-UML lawmaker Prakash Jwala said, “The draft has come as an instrument after a lengthy discussion among the political parties, so we should not suspect the prospect of the delivery of the new constitution at the soonest after the draft returns from the people.”

The discussion titled ‘For the people’s response let it be published in the Nepal gazette ’ ongoing at the CA will come to conclusion in three to four days after which the House will endorse the proposal for sending the draft to the people’s domain for feedback.

Following the approval of the proposal, the CA will present a proposal in connection to the preparation of a working plan and tools for heading to the people through the Civic Relation and Constitution Advisory Committee. The Committee will be provided with a timeline and given responsibility, said House Speaker Subas Nembang.

Before heading to the people along with the publication in Nepal gazette, the draft will be printed in some 100,000 copies. The Committee will present the report with the people’s feedback at the CA while Constitutional Political Dialogue and Consensus Committee will be given time for integration, and afterwards with the task completed it will be sent back to the Constitution Drafting Committee.

The final draft presented by the Drafting Committee will undergo extensive deliberation at the CA and then be endorsed. Following this comes the President's turn to announce the promulgation of the new constitution. RSS
