KATHMANDU, June 28: Chapagaun area in Lalitpur returned to normalcy on Sunday following an all-party agreement to diffuse tensions that erupted since Friday after locals took to streets accusing the police of trying to help alleged kidnappers of local children to escape.

The agitating locals and the local administration reached the agreement after the government agreed to provide treatment to Manish KC, who was injured due to rubber bullets on Saturday and release all three persons arrested in connection with the violent demonstration.

The talks between the agitating party and the police was held in District Administration Office (DAO), Lalitpur, on Sunday afternoon on the initiative of representatives of several political parties and parliamentarians elected from the district.

Locals at Chhampi area in Lalitpur held two of a group of five stranger youth visiting their locality and severely beat them up on Friday, alleging that they were about to kidnap local children.

The irate locals mercilessly thrashed the two youths -- Amrit Bhusal and Durga Bahadur Maharjan -- before handing them over to the nearest police post in Chapagaun. Police immediately rushed them to Patan Hospital for treatment.

But the move agitated the locals who suspected that the police move could have been intended to help the ´kidnappers´ escape without any action.
