It came to light after the NOC provided partial information to the Freedom Forum (FF) responding to its application demanding detailed information about who were provided petroleum free of cost and how much since 2063BS, what the basis was to provide free coupon for such fuel. [break]
FF Chairman, Taranath Dahal, had filed the application seeking such information on Mangsir 20, 2068 BS at the NOC.
Nevertheless, the information by the NOC is very partial and this showed that it was not maintaining transparency, said FF Chairman Dahal.
As the NOC did not abide by the order of the National Information Commission (NIC) to provide every document and copies the FF demanded regarding the details of buying and selling prices of petroleum products, free petroleum coupon and the policies on distribution of free coupon, the FF is to file an appeal.
As per the information the NOC provided following the NIC directive, the NOC provided 8,936 liter of petrol, 8,740 liter of diesel and 27 liter of mobil free of cost to the bigwigs and their followers between 2067 Saun to 2068 Asar.
Similarly, during Baisakh 2067BS, the NOC distributed 560 litre petrol and 440 litre of diesel free of cost and 1269 litre petrol and 800 litre of diesel in Jestha, 1285 litre petrol and 1095 litre of diesel in Asar.
The free distribution of petroleum from Saun to Chait 2066BS was 12,698 litre petrol, 8649 litre diesel and 21 litre mobil.
During, the fiscal year of 2065/066BS, the NOC distributed 12, 541 litre of petrol, 9,140 litre of diesel, and 37 litre mobil free of cost.
In the letter sent by the NOC Director Ramesh Chandra Koirala to the NIC on Chait 13, 2068, Director Koirala provided 75-page information but only with coupon number, vehicle number, date and amount of the petroleum products.
According to the 75-page information provided by the NOC as per the implementation of NIC directive on Magh 5, 2068BS, the NOC provided free petroleum products from the petrol pump run by Sajha Pasal Sewa at Pulchowk.
The information further revealed that there was no concrete policy, directive and standard on distributing the free petroleum coupons. So, the free coupon was provided solely based on the powers enjoyed by the Executive Chief of the NOC.
