Addressing a function on Tuesday, he accused the government of being reluctant to call the winter session arguing that there is no mandatory legal provision to summon parliament’s session twice in a year.
“The government is escaping citing that there is no provision to summon session twice within a year,” Nembang said, “Even there is no any specific provision, there is a tradition of convening the House session twice.”
He further requested lawmakers to press the government to summon the session.
“Lawmakers didn’t demand to summon the winter session as some parties had decided to boycott the parliament,” he said, “But, they have already corrected their decision and it is necessary to pile pressure to summon the session.”
As per the constitutional provisions, the president summons the session following a recommendation from the prime minister.
On a separate note, Nembang said he was forced to summon the meeting of the Constituent Assembly (CA) as political parties failed to reach agreement.
“There are no alternatives for consensus,” he said, “The CA meet was called after parties failed to arrive at consensus on disputed constitutional issues within the given deadline.”
The CA meeting has been summoned for April 6 after some two months of adjournment.
