NC parliamentary board fails to take shape even as EC deadline nears

KATHMANDU, Sept 19: Even as the party is already running out of time to select election candidates from among thousands of nominations made from the district units, Nepali Congress (NC) has failed to form a parliamentary board, which is a statutory body mandated to pick poll candidates.



The establishment faction-led by the party President Sushil Koirala and rival faction led by Sher Bahadur Deuba have failed to reach any consensus on the 14-member body as the two sides are in dispute over the number of members to be represented from their sides in the crucial body.[break]



While the establishment side has insisted giving the rival faction a total four members including Treasurer Chitra Lekha Yadav, who contested from Deuba panel during the last general convention, Deuba faction has demanded that at least six members including Yadav from their side be represented in the board. NC office bearers including treasurer are ex-officio members of the parliamentary board.



Party insiders said Koirala is in mood to include only three members including the long-vacant post of Joint General Secretary from Deuba faction in the board. “They have come to us with different proposals. But there has not been any consensus yet so we have demanded our fair share in the body,” said a leader close to Deuba faction.



As per the adjustment made by the Election Commission to the calendar of events on Thursday, political parties should file nominations under proportional electoral system on September 30 and under FPTP electoral system on October 3. But the inordinate delay in the formation of parliamentary board may put NC in difficult position to prepare final list within the deadline.



NC Central Office has already received nomination of minimum three candidates under FPTP and five candidates under proportional electoral system for each constituency from all 75 districts. “It will take at least 30 minutes to finalize the poll candidates for each constituency if there was no serious dispute. I doubt our leadership will be able to pick poll candidates within the deadline if this delay [in constituting parliamentary board] is to continue further,” said a NC CWC member.
