NC CWC to draft new statute amendment

KATHMANDU, Nov 3: Nepali Congress Central Working Committee (CWC) has decided to come up with a new statute amendment proposal as Mahasamiti members failed to arrive at a consensus on any of the three alternatives suggested over party leadership. [break]



The new draft proposal will incorporate the suggestions made by Mahasamiti members during their deliberations and will be presented for endorsement at the ongoing Mahasamiti meeting on Wednesday. A CWC meeting has been called for Wednesday morning to prepare a new draft proposal on statute amendment.



The three-day Mahasamiti meeting, supposed to conclude Tuesday, was extended for one more day as Mahasamiti members could not put forth their suggestions on other proposals presented at the meeting due to prolonged deliberations on the statute amendment.



The NC CWC had earlier forwarded draft statute amendment proposals with three alternatives concerning party office bearers. The three alternatives included direct election of all party office bearers through the general convention as proposed by the Krishna Prasad Sitaula-led Statute Amendment Drafting Committee, upholding the existing provision for nominating half the total CWC members and giving authority to the party president to nominate office bearers, or keeping the provision on electing office bearers other than the president from among the elected CWC members.







While Mahasamiti members advocating direct election of all party office bearers prevailed at the meeting on Tuesday, a significant number of them also advocated the two other alternatives forwarded at the meeting. “Since none of the groups advocating different alternatives commands a two-thirds majority, the party´s CWC meeting will present a new statute amendment draft incorporating the suggestions of Mahasamiti members,” said a CWC member.



Altogether 48 members had spoken during the Mahasamiti meeting on Tuesday. Though over 80 percent of them spoke in favor of collective leadership only a few appeared in favor of electing all the CWC members. Most of them are in favor of giving the president the right to nominate at least 20 percent of CWC members as well as nominate office bearers from among the CWC members.



NC CWC members, whom myrepublica.com talked to on the sidelines of the Mahasamiti, said it is likely that the new draft will incorporate the provision for directly electing 75 to 80 percent of CWC members and giving the party president the right to nominate the rest. The new draft is also likely to give authority to the president to nominate the party office bearers.



Mahasamiti members advocating direct election of all office bearers demanded voting over the issue at Tuesday´s meeting. “Though a situation does not exist for getting a two-thirds majority for our proposal at the Mahasamiti meeting, a majority vote in our favor would mean a political victory for us,” said a Mahasamiti member advocating direct election of all office bearers.



With the prolonged deliberations on the Statute Amendment Proposal, the Mahasamiti meeting failed to debate other proposals such as state restructuring and the party´s future course of action.



A large number of Mahasamiti members are miffed over the failure of the meeting to dwell on various other issues before the party. “The Mahasamiti meeting should have analyzed issues such as why it faced a humiliating defeat in the CA and the party´s relations with the government, people and the parliamentary party,” said Nabindra Raj Joshi. “However, these issues have not been discussed yet.”
