Speaking at a function organized by Jana Sanchar Abhiyan on Monday, Dr Bhattarai said: "We will form local bodies by calling peoples´ conference. Our party will start development activities by forming local bodies on our own if the current government fails to do so soon," he added.
He also demanded that the local bodies should be formed on the basis of the mandate of the Constituent Assembly elections.
He charged that the CPN-UML, a coalition partner in the previous government, obstructed the government´s effort to form local bodies.
He also said the Maoists won´t recognize the UML-led government until the president´s move is corrected and the army chief dismissed.
