According to the Surveyor Office, since the full classification map of Sidingwa Rural Municipality, Mikwakhola Rural Municipality and Maiwakhola Rural Municipality has been received, land fragmentation in these three municipalities has been going on as in the past. The Office reported that apart from land fragmentation, the services like property partition, compensation of share and tenants share is being provided to the clients across all local bodies.
Nirmal Sherpa, the head of the Land Revenue Office in Taplejung, said that only Sidingwa Municipality has sent a full set of details to the Office while the remaining local bodies have not yet provided the full details, including land fragmentation information and classification maps. Sherpa said that some local bodies that have classified land use areas have only provided partial information.
It is mentioned in the Land Use Regulations that the local governments must classify the land use area within one year from the date of issuance of the land use regulations. However, even after two years of the issuance of the regulations, the common people have been suffering due to non-classification of land. The Land use regulation was issued on June 6, 2022. According to Section 4 of the Land Use Act, there is provision to classify land into nine types.
It includes areas of agricultural, residential, commercial, industrial, mining and mineral, forest, river, lake, wetland, public use, cultural and archaeological. Some local levels have classified land into two types, agricultural and non-agricultural, which included partial description only. The government has halted land fragmentation when local authorities fail to classify land based on its use.
