According to a member of the Cricket Association of Nepal (CAN) Kiran Rana, ICC had corresponded Nepal twice to discuss the possibility of hosting the tournament in Kathmandu. "They have expressed concern over security arrangements. We had assured them of security," said Rana. "I´m surprised that Malaysia has been chosen the host," he added.

ICC and Asian Cricket Council (ACC) have expressed concern over Nepal´s security arrangements after witnessing the unruly crowd during the Division 5 tournament held in Kathmandu in 2010. Spectators had hurled stones and disrupted a game between Nepal and the USA at the TU Cricket Ground during the Division 5 tournament in 2010.

Nepal has been promoted to Division 4 in the Pepsi ICC World Cricket League and Nepal will compete against Tanzania, Denmark, Singapore, Malaysia and the USA in the tournament.

Singapore and Malaysia are the two newly teams promoted from Division 5. Top two teams of Division 4 will qualify for Division 3.
