The draft constitution has proposed appointing 20 percent of district court judges from gazetted second class officers in the judicial service based on seniority, competence and performance; 40 percent judges through competition among eligible gazetted second class officers and the remaining 40 percent through free competition among law practitioners, officers at the judicial service and legal researchers.The agitating officers have argued that the proposed provision has given low priority to the staffers in judicial service for appointment as district court judges and boycotted hearings in the courts of Kathmandu Valley for an hour between 11 am and 12 noon on Wednesday. The officials stopped work from 11 AM to 12 noon on Wednesday.
Issuing a press release on Wednesday, the agitating officials have demanded that 90 percent district court judges be picked from gazetted second class officers in the judicial service and only 10 percent through free competition. The officials have asked either to continue with the provision of Interim Constitution on appointing district court judges or to make a constitutional provision of transferring judicial staffers to other government services.
According to an agitating official, they will boycott benches for a certain time everyday in all the courts across the country until their demands are heard.
