The writ petitioners claim that the government's decision to deprive those who do not have a vaccination card of their services after the government made it mandatory for them to carry the vaccine card on January 14 is illegal.

The COVID-19 Crisis Management Coordination Center (CCMCC) had earlier recommended to the government to make the COVID-19 vaccination cards mandatory for access to public places.

The government has made an arrangement to ban those who do not have a vaccination card from entering government offices from January 21. If one has to go to public places, crowded places like restaurants, cinema halls, stadiums, s/he has to carry the vaccination cards. Those without a vaccine card are barred from going to public places.
