Hada complains with chief secy about minister

KATHMANDU, March 16: Irrigation Secretary Brinda Hada and a group of joint secretaries at the Ministry of Irrigation on Thursday officially apprised Chief Secretary Madhav Ghimire of the use of abusive language by Irrigation Minister Mahendra Yadav against Hada and asked him to oppose transfer of the secretary over the row.



The joint secretaries also warned of launching protests if the secretary is transferred to any ministry until the minister is held accountable for the use of abusive language against a senior female government employee, according to sources. They told the chief secretary that transferring the secretary would not solve the problem at the ministry. [break]



Yadav reportedly used abusive language against the secretary after she transferred officials at the ministry at her discretion. Though she had also acted on recommendations from the minister while transferring the officials at her ministry, the minister was angry with her for publishing the names of the transferred officials on the ministry´s website, according to sources.

She had put the transfer decision on the website in her bid to maintain transparency, the source said. Not happy with the decision, the minister and his personal secretary had allegedly used abusive language against her on Thursday.



According to sources, the joint secretaries met the chief secretary fearing that Hada can be transferred following the incident. Even Prime Minister Baburam Bhattarai had indicated that he would transfer her if she feels uncomfortable in working with the minister, during a meeting with a delegation from the ministry on Thursday.



The delegation comprising senior officials at the ministry had met the prime minister to apprise him of the minister´s misconduct with the secretary.



Meanwhile, Minister Yadav did not attend the office on Thursday, fearing that the irate officials would not let him enter the ministry.
