KATHMANDU, Nov 6: The prime minister’s chief political advisor Devendra Poudel said on Tuesday PM Baburam Bhattarai is preparing to submit full budget to the president for endorsement within mid-December with support from majority parties of the erstwhile Constituent Assembly.

Speaking at an interaction organized by the Reporters Club Nepal in the capital, the PM’s advisor warned that the country will plunge into a major disaster if the president refuses to approve the budget. “Both the PM and the president are on the same boat. If the PM sinks, the president won’t survive,” he said. [break]

Stating that new programs will also be incorporated in the new budget, Poudel said the programs started when PM Bhattarai held office as finance minister will also be given a continuity in the budget.

He also said the president cannot relieve the PM of his post in the existing circumstances as there are no such constitutional provisions in place and made it clear that the PM would not resign, at any cost, except on a condition that the parties agree to promulgate the new constitution reinstating the CA.

Saying that there is no alternative for other political parties to joining the incumbent Bhattarai-led government till new elections, Poudel pointed out the need to hold CA, parliamentary, presidential, and local bodies’ elections simultaneously.
