Govt setting up agency for analysing data on crime, violence

KATHMANDU, Dec 23: With an objective to strengthen evidence-based policy decisions in the security sector, the government is setting up National Crime Observation Center (NCOC) with the support of the United Nations Development Programme (UNDP).

The Ministry of Home Affairs and the Nepal Police have said that the NCOC would contribute in reducing the risks of armed violence measurably. The NCOC will manage and analyze crime and violence related information in a systematic, scientific and effective manner, according to the government officials.

"Once the NCOC will manage and analyze the information about crime and violence in systematic, scientific and effective manner. It is envisioned to draw crime data from all sectors of criminal justice system, both across vertical lines (investigation, prosecution, judiciary, and prison) and horizontal lines (quasi-judicial or constitutional bodies)," reads a press statement issued by the UNDP.

A multi-stakeholder consultation was organized at the Nepal Police Academy on Wednesday where officials shared that 80 percent of the task related to developing NCOC information system has already been completed.


The stakeholders held discussion on the potential framework to be used by the NCOC for effective collection and integration of crime-related data from all relevant areas. The NCOC is being set up in support of the Armed Violence Reduction and Strengthening Community Security (AVRSCS) project, a joint initiative of the Ministry of Home Affairs (MoHA) and the UNDP.
