KATHMANDU, March 26: The government has cited 10 reasons for the dismissal of Kulman Ghising, the Managing Director of Nepal Electricity Authority.
In a three-page letter issued to Ghising, the government states that he repeatedly expressed opinions against the federal parliament and the government through public media, fostered factionalism among employees, failed to implement decisions made by the board of directors, communicated the subject matter of his responses to inquiries from the ministry to the media, and did not obtain approval from the board of directors when taking leave or going on internal or international trips.
Additionally, it has been alleged that he did not collect overdue payments from customers using electricity from dedicated feeder and trunk lines based on Time of Day (TOD) rates, entered into power trade agreements with India beyond his jurisdiction, and failed to obtain board approval before attending negotiations in India.

The government had sought clarification from Ghising on these matters six times, and the Ministry of Energy assigned him a zero score in performance evaluation.
Ghising is preparing to go to court today after receiving the letter from the government removing him from the position of NEA MD.
Ghising was appointed the head of the NEA for his second term in August 2021 and was set to complete his tenure in August 2025. The Council of Ministers meeting held on March 24 appointed Hitendra Dev Shakya as the new MD and relieved Ghising of his duties.
Although he planned to go to court on Tuesday, March 25, he received the removal letter late, so he is now preparing to approach the court on Wednesday.
The letter sent to Ghising by the Ministry of Energy after the Cabinet's decision states, “You have been given the opportunity to present clarification regarding your failure to perform your duties in accordance with the performance agreement you entered into with the Ministry of Energy, Water Resources, and Irrigation as the NEA MD, and according to the decision of the Government of Nepal, Council of Ministers dated March 5, 2025. However, the clarification you submitted has been deemed unsatisfactory, and you have not fulfilled the responsibilities of your position.”
