MORANG, March 10: Senior leader of the Nepali Congress (NC), Sher Bahadur Deuba said that writing of the new constitution was the first priority of all political parties instead of change in government.

Talking to journalists at Biratnagar Airport on Saturday, the former prime minister reiterated that the parties should go for fresh elections if constitution was not drafted in time.

He was of the opinion that the Maoist party was the main obstacle to peace process and constitution writing.

Deuba also said that army integration should be completed based on the seven-point agreement signed by the major political parties on November 1.
