Deuba argued that the civil servants should be employed for the national interest without discriminating them on the basis of their political ideologies. He also argued that civil servants should provide their services to the public 'with a smile'.

While urging civil servants to deliver services effectively, Prime Minister Deuba argued that the constitution of Nepal has clearly defined the rights of the trade union. He said that the civil servants should help implement the government's policies and plan effectively.

Prime Minister Deuba also expressed commitment to provide utmost support to organize and revise trade unions activities. He argued that it is the responsibility of civil servants  to make the government successful. "The civil service has an important role in democratic countries. The government employees should be loyal, honest, strong and disciplined towards the law," said Deuba.
