According to the plan, two-kattha of land will be given to every victim family, who will be resettled in the five Tarai districts of Kanchanpur, Kailai, Banke, Bardiya and Dang, and Rs 50,000 in cash will be given to each victim family to help them build a house.
Altogether, 1,500 households in Salyan, Kailali, Kalikot, Kanchanpur, Achham, Darchula, Mugu, Jajarkot, Dadeldhuara and Bajura districts were affected during a flash flood that occurred on September 19, 2008.
The plan focuses on building the basic infrastructure in the resettlement area—on the construction of roads, power lines, schools, health posts and water pipes; but it also goes further, by proposing the creation of green belts and playgrounds.
Sources at the Home Ministry said that the proposal has already been submitted to the cabinet and is likely to be endorsed by the next cabinet meeting. The government estimates that the plan will be completed by the end of June.
According to the plan’s estimates, Rs 70 million will be needed to purchase 150 bigha of land— from which two-kattha of land will be provided to each victim family—and another Rs 75 million will be needed to provide Rs 50,000 to each victim family for their homes. The plan has also allocated Rs 50 million each for developing schools and health facilities and for building the basic infrastructure in the resettlement area. The green belts and playgrounds will be constructed at a cost of Rs 10 million each.
Home Ministry officials said that the amount of money being proposed in the plan is the largest that has ever been proposed per household for flood victims, who in this case number around 1,500.
