KATHMANDU, Aug 12: The Deuba faction of the Nepali Congress has started to mull filing a no-confidence vote against Parliamentary Party Leader Ram Chandra Paudel after party President Sushil Koirala declined to table a proposal at the central committee meeting on Thursday naming Sher Bahadur Deuba as the NC´s prime ministerial candidate.

Deuba held a meeting with Koirala at party headquarters at Sanepa Thursday afternoon before the central committee meeting, in his bid to press Koirala to table such a proposal. But Koirala told him that he could not take that step until incumbent Parliamentary Party Leader Ram Chandra Paudel stepped down, according to sources. [break]

"We are still hopeful the president will come up with the proposal at the ongoing central committee meeting. But if he does not do so, we will register a no-confidence motion [against Paudel]," said Bal Krishna Khand, who is close to Deuba, when asked what the Deuba faction would do if the proposal is not introduced in the central committee.

Khand told Republica that Deuba pressed Koirala to live up to the word he had given when the Deuba faction supported Koirala in getting his nominations for party vice-president and general secretary endorsed. At that time, Koirala had reportedly promised Deuba that he would be chosen as the party´s prime ministerial candidate when the time came for the party to stake claim to the leadership of the government, among other things.

"We will file the no-confidence motion against Paudel by the end of this month (Srawan)," Khand said when asked how long the Deuba faction would wait for Koirala to arrive at a decision on the proposal.

The meeting was supposed to discuss the issue of whether the parliamentary party leader should be changed as demanded by the Deuba faction. But the meeting dealt only with the state restructuring report prepared by a sub-committee formed by the party.

The Deuba faction has been pressing the party establishment to change the leadership of the parliamentary party, foreseeing that the party is likely to be leading a new government. It has been arguing that Paudel will not be able to garner the support of other parties to become prime minister.
