KATHMANDU, July 2: The deliberation on the draft of the new constitution, which was supposed to begin at 11 am today, has been delayed.

The deliberations have been halted after Sadbhawana Party lawmaker Laxman Lal Karna maintained that a draft copy of the new constitution should be provided to each Constituent Assembly (CA) lawmaker seven days before deliberations.

According to the Clause 93 (3) of the Chapter 12 of the CA Regulations, 2070, a draft of new constitution should be provided to each CA member seven days before the deliberations formally begin.

On Tuesday, the Constitution Drafting Committee (CDC) of the CA tabled the draft at the CA full House for deliberations, after settling some differences seen on various provisions.

The major political forces had finalized the preliminary draft of the new constitution two days ago.
