Debate on 8th CA panel report from Friday

KATHMANDU, Nov 29: The Constituent Assembly (CA) Committee on Natural Resources, Financial Rights and Revenue Sharing (NRFRRS) on Sunday handed over its preliminary draft report to CA Chairman Subash Nembang. [break]



The NRFRRS Chairperson Amrita Thapa Magar handed over the report to Chairman Nembang at Singha Durbar amidst a function. This is the eighth of the total 11 CA thematic committees to submit its report to the CA chairman.



CA Chairman Nembang said NRFRRS´s report will be tabled at the full House of the 601-member CA on Tuesday and that the deliberation on the report will begin from Friday.



Three other CA Committees -- Committee on State Restructuring, Committee on System of Governance and the Constitutional Committee -- are yet to finalize their preliminary draft reports.







The NRFRRS has proposed formation of two constitutional commissions -- Commission for National Natural Resources (CNNR) and National Financial Commission (NFC) -- to be incorporated into the new constitution.



The 43-member committee was divided over endorsement of land reform provision. As per the provision, “The state will have authority of land acquisition as per the law of the land while implementing its scientific/revolutionary land reform programs.” Though the provision was passed by the majority members of the committee present in the meeting on September 18, the provision later happened to be on minority as 22 members, including those who were absent on the voting day, filed their dissenting views.



The NRFRRS has recommended provisions on jurisdiction of the three tiers -- central, provincial and local -- of governments for taxation, revenue collection and sharing, among others.



Meanwhile, the CA concluded deliberations on the preliminary draft report prepared by the committee on Fundamental Rights and Directive Principles. The CA amended its calendar of events for the seventh time on November 18 as the thematic committees had failed to prepare their reports on time.



As per the latest deadline, full House of the CA is scheduled to conclude deliberations on all the 11 preliminary draft reports by mid-December. “I am pressing other three committees to finalize their reports within the latest deadline,” Nembang said.
