KATHMANDU, July 18: Leader of the ruling Nepal Communist Party(NCP) Janardan Sharma has floated a proposal to impart training to all the government staffs including secretaries in the first week of every fiscal year to ensure their effective performance.
Sharma who is also a former Home minister has set forth the proposal to provide training to both low-ranking and high-ranking government staffs in the first week of every fiscal year with a view to equipping them with knowledge required for effective performance.

Speaking at the parliamentary committee on state affairs and good governance held on Thursday in the capital to discuss the bill on different aspects of administrative service, Sharma advocated the need for a legal provision that requires all the government staffs to take training in the first week of every fiscal year.
He said concerned persons had difficulty in enacting new laws due to their inadequate knowledge.
According to him, the trainings intended for bureaucrats belonging to different hierarchical levels should focus on the spirit of the constitution, democracy, federalism, social inclusion.
He also emphasized the need for strengthening institutions by equipping them with required knowledge through training.
