BIRGUNJ, Oct 1: United Democratic Madhesi Front (UDMF) Chairman Mahantha Thakur on Thursday said decisive talks has not yet taken place on account of the state terrorism the government is still conducting.
"We are holding talks informally so far. Decisive talks is necessary to come into a logical conclusion. But the government does not seem serious on this issue," said Thakur talking to journalists in Birgunj today.

Before leaving for Kathmandu for talks, Thakur said the government has not created environment conducive for talks despite repeated requests.
Thakur reiterated that the government has not pulled out the security personnel from the Tarai belt in the name of riot zones. He added that some families of those killed in the protest have not yet got compensation.
Kathmandu-centric and dominant caste-based constitution has sidelined the marginalized and down trodden people, blamed Thakur.
He maintained that autonomous Madhes province, number of constituencies based on population, inclusive and representational representation in all the state organs and provisions on citizenship as per the Interim Constitution, 2007 are the major agendas of the Madhesi parties.
