7-pt deal against national consensus, CPA: NC

KATHMANDU, Feb 20: Nepali Congress (NC) General Secretary Prakash Man Singh said on Sunday that the secret seven-point agreement between the Maoists and Prime Minister Jhalanath Khanal is against the much-needed national consensus to conclude the peace process and constitution drafting.



Singh put forward such views while speaking at the legislature-parliament on Sunday.[break]   



“Setting up of a separate force of the Maoist combatants is against all the peace agreements,” said Singh, adding that a section of the 19,000-plus combatants must be integrated into the state security forces.



Singh also demanded that the government immediately bring the chain of command of the Maoist Army under the Special Committee. He also expressed doubts if the constitution drafting and integration process would be completed on time. He demanded that the UML scrap the secret deal to create an atmosphere of trust for political consensus.   



However, Maoist leader Dev Gurung stated that it would be against the national interest to oppose the seven-point deal.



He argued that his party struck a deal with the UML after the agreement to lead the government by turns could not materialize among the big three parties. “The NC has opposed the seven-point agreement because it has not been able to lead the government,” he said. He also expressed concern over other political parties´ objection to the use of the word “people” in the agreement. Gurung also argued that the setting up of a separate force of the combatants is not against the past agreements.



Also speaking at the meeting, UML lawmaker Ramnath Dhakal argued that the UML has not singed any deal with the Maoists, and asked other parties not to be misled. “There is no need to raise any question over the deal,” he said. Dhakal also drew the attention of the political parties to focus on constitution-drafting and peace process, instead of bickering over power.



Agreement against CPA



Nepali Congress Parliamentary Party leader Ram Chandra Paudel said national consensus on the basis of seven-point agreement signed by CPN-UML Chairman and Prime Minister Jhalanath Khanal, and Unified CPN-Maoist Chairman Pushpa Kamal Dahal  is not possible.



Speaking at a press meet organized by Nepal Press Union, Dhanusha, on Sunday, he claimed that the seven-point agreement violated the spirit of the Comprehensive Peace Accord (CPA).



Paudel said the constitution could be lasting when it was promulgated after the peace process was taken to logical conclusion, adding, Congress like to present it as a responsible and active political party during peace and constitution writing process rather than to make it an opposition party alone in the Legislature-Parliament.
