The reported victim of the bribery case is 25-year-old Nawaraj Nepali, son of Govinda Nepali, who was elected lawmaker from Nuwakot district under the proportional representation system.[break]
According to Nepal Police headquarters, Surendra Acharya and Surya Bahadur Sunuwar posted at the Police Hospital, had taken Rs 200,000 from Nawaraj, at Ratobhale Restaurant, Babarmahal on July 20. Nawaraj later failed right at the initial written test.
Acharya, who is with the hospital medical staff, had approached Nawaraj during a medical checkup. He had promised to help Nawaraj get through the exams, even overlooking the latter’s health problem, officials said.
Along with Acharya, Sunumar had put Nawaraj in contact with a building contractor in Dolakha district and then with an under-secretary of the Ministry of Industry, Commerce and Supplies, to ensure his passing the exams. The under-secretary had allegedly promised to ensure this with the help of another under-secretary, his son-in-law by relation and posted at the Public Service Commission. Nawaraj was supposed to pay the entire negotiated bribe amount of Rs 600,000 after he passed all the exams.
Investigative officials said that the assistant inspectors in question had returned the money on August 27 to the lawmaker, who told Republica that he was not aware when and how his son struck the deal. The under-secretary also had returned Rs 50,000 that he took from his negotiator friends, after the case reached the police, officials said.
Additional Inspector General (AIG) Prakash Kunwar, chief of the Crime Investigation Department, said the two assistant inspectors were dragged into the investigation on the basis of a complaint.
The case file is to be forwarded to the Commission for Investigation of Abuse of Authority (CIAA) to investigate the under-secretary’s involvement, headquarters sources said.
