KATHMANDU, Sept 25: President Ram Baran Yadav on Friday has summoned the winter session of parliament starting October 2.
The president called the House session five days after the promulgation of the new constitution in accordance with a provision in the new statute that makes it mandatory for the president to call the House session within seven days of the commencement of the new constitution.
The upcoming House session will be important as it will elect president, vice-president, prime minister, speaker and deputy speaker immediately after it begins its business.
In accordance with Article 298 of the new constitution, a new government should be formed within seven days after the first sitting of the House based on political understanding.
If the parties failed to elect new prime minister through consensus within the given seven days, the parliament will elect the head of the government through majority votes of the 601-member House.
Then, the House will elect speaker and deputy speaker within 20 days after the first sitting of the session through political understanding. If the efforts at electing them through consensus yield no result, the parliament will elect them through majority votes.
Likewise, Article 297 of the new constitution requires that president and vice-president be elected within a month after the first sitting of the House session through understanding among the political parties. If the consensus attempts fail, then the head of the state and the vice-president also will be elected through majority votes of the parliament.
