Parties outline post-earthquake recovery in resolution motion

KATHMANDU, May 9: The political parties have expressed the determination to work with consensus and solidarity by setting aside all kinds of differences, in the wake of the unprecedented loss to human lives and physical property caused by the April 25 Gorkha earthquake.

In a resolution motion presented before the Legislature-Parliament on Saturday, the parties also expressed the resolve to bring things back to normal as soon as possible.


NC Chief Whip Chinkaji Shrestha tabled the motion which was seconded by UML Chief Whip Agni Prasad Kharel and UCPN (Maoist) Chief Whip Giriraj Mani Pokharel at the meeting of the Legislature-Parliament today. The 27-point motion also received full support of all other 25 parties and two independent lawmakers in the parliament.

"At this hour of national crisis, all Nepalis, no matter where we are in the world have been deeply hurt and we all share the same level of grief", reads the motion.

Stating that all political parties are very sad in these hours of grief invited by the natural disaster and are aware of their responsibility towards the country and people in this adverse situation, the motion expresses the promise to work together by keeping mutual differences aside to take the country out of this terrifying situation.

The Legislature-Parliament through the motion has directed the government to do all the needful to face this national crisis with utmost dedication and with unity. The government has also been instructed to operate the rescue, rehabilitation and reconstruction works as a national campaign in coordination with all bodies concerned, to immediately provide relief assistance to the families of those losing lives to the disaster, ensure free treatment of the injured and additional relief to those left mitigated in the devastation.

Likewise, the government has been asked to arrange temporary shelter for those rendered homeless with the supply of foodstuffs, pure drinking water, medications and guarantee of security until they are rehabilitated. Besides, the government has been instructed to reach to the real victims with their classifications on the basis of the nature of damages they suffered in the quake.

The motion has proposed to establish transition rehabilitation centers for the children, single women, aged citizens, sick, new mothers, expecting mothers, disables and those without families. Every earthquake victim family should be provided with an identity card with the mention of complete details of loss and the relief assistance must be allocated on the basis of the same cards.

It has also been proposed to construct a new home for those rendered homeless in the disaster and allocating appropriate financial assistance to the victims for building a new house, to provide additional interest-free and soft loan to them if necessary.

The resolution motion states that a special plan should be formulated regarding reconstruction of damaged infrastructures with historical, archeological, religious and tourism importance, among others.

Similarly, the motion also appeals to all the Nepalis, living abroad, to support their motherland in this hour of crisis while also encouraging them to invest in Nepal. Making arrangement of spending the national and international financial assistance received since the disaster in a transparent manner by according priority to the welfare of the nation. The funds should be either deposited in the government's fund or should be spent in coordination with the government.

Likewise, the individuals and organisations concerned should be recognized and honoured for their remarkable contribution in rescue in the quake-hit areas, the relief and rehabilitation of the earthquake victims and reconstruction works, reads the motion.

The motion also calls for a special plan to make the support received and to be received from national and international arena victim-oriented, systematic, effective and transparent so as to lessen the impact of the disaster and manage the disaster in an effective manner. Likewise, a plan for the rehabilitation and reconstruction should be developed along with a high-level institution along with sufficient financial and human resources immediately to lead and oversee the task.

Similarly, forming an all-party mechanism in districts, towns and villages under the all-party mechanism formed under the leadership of the Prime Minister, all-party participation for policy-level counseling in rehabilitation and reconstruction task, immediate formation of a National Reconstruction Counseling Committee under the chairmanship of the PM comprising experts, and familiarizing the Legislature-Parliament after carrying out monitoring about the implementation of the directives are also outlined in the resolution.

The motion also calls for supporting the activities of the National Disaster Management Monitoring and Directive Committee to be formed in the Legislature-Parliament to give suggestion and directives to the government of Nepal. RSS
