“There is no provision for new elections in the interim constitution. But at the same time, the constitution states that the new statute should be promulgated from CA itself,” Nembang, himself a constitutional expert, said while addressing party cadres in his home district of Ilam. [break]
“This is a difficult situation,” he said. He, however, added that there would be no need of amending the constitution for the reinstatement of the CA.
Stating that the Election Commission (EC)’s head and other commissioners are retiring in October and the chief justice in December, Nembang warned that the country is fast headed to a serious crisis.
“Without elected representatives, the country is moving through a dark tunnel. The parties should do put in their all-out effort to avert the crisis,” the former CA chief said.
Nembang also emphasized on political consensus before the government takes any decision. “This one is a caretaker government. It can’t introduce ordinances and conduct elections on its sole decision.”
He also called upon party leaders to stay away from forming alliances. “As the formation of alliances only escalates tension, there is no alternative to consensual politics,” he said.
