KATHMANDU, Oct 31: A total of 38 teams have been deployed across 44 districts to assess the damage caused to public property, physical infrastructure and private establishments during the Gen Z protests held on September 8 and 9. The teams will also study the situation to prepare reconstruction plans.
According to Dr Diwakar Luitel, assistant spokesperson of the National Planning Commission (NPC), the teams have been dispatched with the aim of collecting all damage data within the next week. To ensure uniformity and ease of data collection, the NPC has launched a ‘Damage Assessment Survey Portal,’ where relevant local governments, provincial offices and federal agencies are required to submit damage details online.
“Usernames and passwords have been provided to around 260 local bodies in the 44 affected districts, all provincial offices and concerned ministries and central agencies. The collected data will be uploaded to the survey portal,” Luitel said.
While the local bodies, provincial offices and federal agencies are primarily responsible for providing the data, the NPC has also deployed technical support teams to facilitate the process. Luitel added that all teams are expected to reach their respective work areas by Sunday and complete the data collection within a week.

Earlier, a five-member committee was formed under the coordination of the NPC Secretary during the cabinet meeting on September 21 to oversee damage assessment and prepare reconstruction plans. The committee has been tasked with evaluating the damage and drafting the necessary reconstruction framework.
Additionally, a facilitation sub-committee has been established under the leadership of the NPC Joint Secretary, including representatives from the Prime Minister and Cabinet Office, Ministry of Finance, Ministry of Home Affairs, Ministry of Federal Affairs and General Administration, Ministry of Urban Development and the National Disaster Risk Reduction Authority. A secretariat has been set up under the NPC Joint Secretary to manage the process.
According to the NPC, of the 38 teams deployed, 34 teams are covering 41 districts outside the Kathmandu Valley, while four teams are operating within the three districts of the Valley. For supervision purposes, 11 additional teams led by Joint Secretaries have been deployed across all provinces and the Valley.
