Dahal gave the instructions at an ideological orientation organized by the party's Ethnic-Regional Front Coordination Committee at the party head office in Kathmandu, Sunday.
UCPN (Maoist) leader Hit Bahadur Tamang said the chairman underscored the need of making the party rank and file focused on class struggle and implementing the new constitution by making people at the grassroots level aware about progressive constitutional provisions.
"Ethnic and regional issues are also our major agenda. These issues had taken on importance after our party raised the agenda to prominence. But we shouldn't forget that class struggle is the primary aspect," Tamang quoted Dahal as saying during the program. "Liberation from class oppression should be our top priority."
According to Tamang, the party chief instructed them to become communists first and then members of other fronts.
Dahal said that class struggle is the major means for realizing the goal of socialism and that socialism is about ensuring economic prosperity with social justice.
Stating that promulgation of the new constitution through the CA last year had ignited optimism among the people, Dahal said this should be capitalized on by the people as "it was an issue led mainly by the UCPN (Maoist)".
The Maoist party has been conducting similar orientations across the country.
UCPN(Maoist) secretary for Province-6 Kali Bahadur Malla said he has been organizing similar orientations the mid-western districts that fall within Province-6.
"We have been explaining to people at the local level the importance of some progressive provisions included in the new constitution and have sought public support in implementing them," said Malla over the phone from Surkhet. "Likewise, we have also conceded that some good provisions haven't been incorporated. We have promised to the people to fight for including these in the days to come."
According to Malla, the Maoist leaders have been focusing on implementation of the new constitution as failure to fully enforce the statute in the next two to three years may push the constitution itself into crisis.
Malla said their program is also aimed at orienting party members toward "preparing an environment for quality economic transformation in the country".
PM not to sign new deal with India
During the interaction at the party head office, party Chairman Dahal also informed the party members about Prime Minister KP Sharma Oli's upcoming India visit.
He told them that the prime minister wasn't going to sign any new deal with the southern neighbor.
"The prime minister's India visit is only for improving bilateral relations with India and not for signing any treaty or agreement," reads a press note issued by Dahal's secretariat.
He informed the party members that the prime minister wouldn't push for any new agreement as it was a "goodwill visit".
