CHITWAN, Jan 23: General Secretary of the CPN-Masal, Mohan Bikram Singh has accused that UCPN (Maoist) Vice-chairman Mohan Baidya was acting on the direction of the international communist organization, RIM.

Singh who is rarely seen in public was in Bharatpur of Chitwan said the Baidya faction had created problems in institutionalizing republic by obstructing peace and constitution writing processes. [break]

Singh said although the prime minister tried to work in favor of peace and constitution, it was insincerity on the part of Baidya not to allow him to work for the country and people on RIM directions.

He said peace and constitution writing were in the shadows only because of the Maoist´s internal wrangling, and there was a possibility that Nepal will be declared a failed state if the constitution was not issued in time.

Singh who is semi-underground, said about his life "I cannot stop my pictures being public even if I want, but I cannot walk freely".

Although taking photos of Singh was prohibited in earlier press conferences, this time cameras of TV and newspapers were allowed.
