TMDP roots for single autonomous Tarai-Madhesh state

KATHMANDU,Oct 23 : Upholding its previous stance, the Mahanth Thakur-led Tarai Madesh Democratic Party (TMDP) has proposed all of Tarai-Madhes as a single province.



The party, however, is silent on both the structure and size of the parliament. The party also makes no mention in its manifesto of the tiers of judiciary. In its previous election manifesto, the party had proposed three-tier judiciary. Earlier, the party had proposed proportional electoral system while the new manifesto stands in favor of mixed electoral system. [break]



“The party is in favor of identity-based federalism. The federal structure of Nepal would guarantee the inclusive representation of various ethnic communities in all the state mechanisms, from police force to bureaucracy. The party will take initiative to draft clear acts to ensure inclusive representation of various communities in state organs. A single Tarai province would establish self rule of the Tharu and Madhesi communities,” reads the election manifesto unveiled by TMDP on Wednesday.



The party has announced to adopt a system of governance similar to the Nepali Congress and CPN (UML) in which a prime minister elected by the parliament would hold the executive power. “The party is in favor of prime ministerial model of governance where president would be ceremonial,” said the party in its 23-page manifesto.



Explaining that their party is serious over the concerns of the Muslim community, the manifesto says, “Our party would take initiative to form a ´Muslim Economic Development Project´ which will ensure employment for the Muslims, Madrasa education would be properly managed by government´s additional assistance, and a permanent Hajj committee would be established.”



While describing their agricultural policy, the party said its focus would be on plotting and irrigation of lands in a scientific way, drafting clear policy on food security, corporate agriculture, concessions for farmers on loans, insurance cover on animal and crops, grants for buying agricultural tools, pension for retired farmers….”



Similarly, the manifesto said that the party would also take initiatives to attract foreign investments in the country for broader industrialization. “The labor organizations of different industries would be brought under a single trade union,” reads the manifesto.



 The manifesto further states that the party favors no work, no pay system in the case of laborers.

TMDP has also envisaged revival of sick industries by providing additional economic and managerial assistance.



The party, which has only 26 youths below 40 years among its 117 candidates under first-past-the-post (FPTP) electoral system, has said that the party would take a lead to draft a clear policy that will encourage and honor youths of the country. “The party would bring a special project to nurture young entrepreneurs and promote self-employment,” reads the manifesto.



Notably, the party´s manifesto is silent on Hindi language, though in its last manifesto the party had demanded status of language of contact for Hindi.

Meanwhile, Anil Jha-led Federal Sadbhawana Party has also unveiled its manifesto in Kathmandu on Wednesday. "We are in favor of two provinces in the Tarai.



There should be Madhes and Tharuhat provinces in the Tarai," reads the manifesto. The party has said that they also favor Westminster model of governance where prime minister holds the executive power. "The provincial assembly would be bicameral in nature."
