KATHMANDU, Oct 27: All the political leaders ranging from President Ram Baran Yadav to the chiefs of the political parties, in their separate Vijay Dashami greetings, have reiterated the rhetoric of consensus, even as agreement on ending the protracted political stalemate has eluded the country for months.

Expressing serious concern over the failure for years to produce a new constitution, the president underscored the need for finding an amicable solution through consensus and without further delay.[break]

"It is a matter of sadness for the entire country that the political transition has been prolonged due to deadlock in constitution making despite the achievements made in the peace process," the head of state said in his statement issued on the occasion of Vijay Dashami. He added that the only option left was to buck up again and move forward toward fulfilling the aspirations of the people, including the writing of a constitution safeguarding the achievements made so far.

"No matter how many times the political efforts might fail, the right and aspirations of the Nepali people to get a democratic constitution should not be undermined in any way, and I am confident that the journey of the Nepali people towards progress and in a forward-looking direction would continue on," said the president.

The president expressed confidence that the political parties would internalize the culture of consensus and cooperation, and not enmity and mistrust, at least until the new constitution is produced and the republic setup is institutionalized.

The head of state´s concerns come as the major political forces fail to decide whether to go for fresh Constituent Assembly (CA) elections or revive the dissolved CA for the purpose of promulgating the new statute. Party leaders have remained indecisive for months since the 601-member CA was dissolved on May 27 without producing any new constitution even though the CA´s two-year term was extended by four years.

In a separate statement, Nepali Congress President Sushil Koirala underscored the need for establishing sustainable peace, preserving the national interest and drafting a federal, democratic, republican constitution.

"We can transform our country Nepal into a peaceful, prosperous and developed country by putting in collective efforts and through consensus, cooperation and reconciliation," said Koirala.

Similarly, CPN-UML Chairman Jhala Nath Khanal wished for national unity, national consensus and social amity. Former prime minister Khanal stressed the need for consensus, saying the country wouldn´t make any progress without national unity and consensus as there was crisis across the political, economic, social, cultural and constitutional sectors.

Other leaders including NC Vice-president Ram Chandra Paudel and Chairman of Rastriya Janashakti Party and former prime minister Surya Bahadur Thapa gave emphasis to the need for a political solution through consensus among the major political forces.
