KATHMANDU, Feb 13: The National Natural Resources and Fiscal Commission (NNRFC)’s latest evaluation has placed Biratnagar Metropolitan City in Morang at the top, scoring 78.11% in the current Fiscal Year (FY). Lalitpur Metropolitan City follows closely in second place with 76.33%, while Kathmandu Metropolitan City lags behind with only 44.97%.
Other major cities recorded varying performances. Bharatpur Metropolitan City in Chitwan scored 68.08%, Birgunj in Parsa scored 54%, and Pokhara in Kaski received 58.76%. Within Kathmandu district’s 11 local units, Nagarjun Municipality ranked highest with 70.63%, while Shankharapur scored 55.20%, Kageshwari Manahara 61.82%, Gokarneshwor 56.78%, Budhanilkantha 51.39%, Tokha 65.67%, Tarkeshwor 59.29%, Kirtipur 62.15%, Chandragiri 67.59%, and Dakshinkali 53.22%.
Trekking trails exploration, maintenance in TAAN priority
In Bhaktapur, Bhaktapur Municipality achieved 68.32%, Changunarayan 62.59%, Madhyapur Thimi 50.92%, and Suryavinayak 66.52%. In Lalitpur, Mahalaxmi Municipality scored 51.78%, Godawari 40.93%, Konyosom Rural Municipality 68.79%, Mahankal 72.99%, and Bagmati 67.84%.
The NNRFC's evaluation is based on 17 indicators, including whether local units submitted their budgets by mid-July, approved revenue estimates, deposited 40% of certain taxes to the provincial treasury, and publicly released annual budget implementation reviews by mid-November. Other criteria include local revenue mobilization, expenditure according to prior allocations, audit-identified arrears, usage of local treasury management systems, preparation of required plans, student enrollment and retention rates, academic performance, maternal health checkups, child vaccination coverage, and timely reporting of performance data in the commission’s online portal.
These indicators form the basis for the NNRFC's annual ranking of municipalities and rural local governments across the country.
