House approves proposal on SEZ

KATHMANDU, Jan 22: The Legislature-Parliament on Friday approved the proposal seeking consideration on the Bill Related to the Special Economic Zone, 2071.

The meeting of the Legislature-Parliament approved the proposal presented by Industry Minister Som Prasad Pandey with a majority.Minister Pandey explained that the Bill has been brought with the plan of import substitution, promoting exports and operating special economic zone.

"The government has brought the bill with the goal of making the country economically prosperous through the coworking of the private sector and the government," he added.

Earlier, taking part in the general discussions on the bill, Nepal Majdoor Kisan Party lawmaker Prem Suwal suggested the government to withdraw the bill as according to him the bill gave space to some people to exploit the masses taking control over the entire resources of the country.

Proposal on Industrial Enterprises Bill also approved

The Legislature-Parliament meeting also approved the proposal seeking consideration on the Industrial Enterprises Bill, 2071 today.

Lawmakers Ram Narayan Bidari and Suwal had participated in the discussions on this bill. Replying to the lawmakers' concerns, Minister Pandey said as the bill has been brought in view of the need of improving the industrial sector and with the objective of making it of the international standard, there was no need to have suspicion of any ulterior motive.

Proposal on Human Organ Transplant (Regulation and Prohibition) First Amendment Bill approved

Similarly, the Legislature-Parliament approved the proposal tabled by Minister for Health Ram Janam Chaudhary seeking the Parliament consider the proposal on Human Organ Transplant (Regulation and Prohibition) First Amendment Bill, 2072.

Taking part in the discussions on the proposal earlier, lawmaker Ram Narayan Bidari expressed the belief that the bill will help make the treatment of kidney diseases more easier and within the reach of the people and within the country itself.

Lawmaker Meena Pun said that the bill incorporates provisions which have made the process and procedure of transplanting human organs of a brain-dead person more scientific and practical than before, with the consent of the family members.

Another lawmaker Akhilal Okheda underlined the need of putting in place policies which will bring kidney transplant within the reach of the poor people also.

In reply, Minister Chaudhary said he takes the suggestions given by the lawmakers with the objective of making the kidney treatment easier and affordable positively.

The question of quorum

After the Minister finished replying to the lawmakers, lawmaker Suwal raised question over the quorum required for approving the proposals. Then Speaker Gharti ordered ringing the bell for three minutes and then counting the number of lawmakers present in the House.

The Speaker had to explain that the bell was meant for the lawmakers who were outside of the assembly hall to come in and not for leaving the hall, as some lawmakers started exiting from the hall soon as the bell rang.

The lawmakers, who were outside the assembly hall enjoying the sun, were seen entering the meeting hall in groups after the bell started ringing. The quorum required for conducting a meeting is 149. There were 152 lawmakers present after the counting.
