KATHMANDU, April 23: After stalling the majority-based process in the Constituent Assembly (CA) for two months and 10 days, CA Chairman Subas Nembang has finally declared the resumption of proceedings from April 30, if the political parties fail to forge consensus.

Urging political parties to settle contentious issues of the new constitution prior to the deadline, Nembang said the CA can't wait any longer for consensus to be achieved. Nembang stated at a CA meeting on Thursday that the voting process can be avoided only if political parties come up with an agreement on the disputed issues."I had earlier adjourned the CA meeting for an indefinite period of time and deliberately did not include any business during this period to help political parties forge a consensus. But consensus is still elusive," said Nembang at the CA meeting. "So I have now decided to table the report of the questionnaire committee for decision at the next plenary."

Next meeting of the CA is scheduled for April 30. Nembang stalled the majority-based process in the CA following a request from UCPN (Maoist)-led alliance and civil society members on February 12. "Though I provided enough time for the parties to settle the disputes, we still have no result," said Nembang.

UCPN (Maoist)-led alliance has been boycotting CA meetings since January 19 to protest the majority-based process that was begun in the CA as per the proposal from the ruling parties.
