Not all voters to get IDs: EC

KATHMANDU, Nov 11: A week before the Constituent Assembly (CA) election, the Election Commission (EC) has admitted that it will not be able to distribute voter ID cards to all voters.



Addressing a press conference on Monday, EC Spokesperson Bir Bahadur Rai said that the commission will distribute remaining voter ID cards through district election officers after the polls. [break]



The chief election commissioner and other commissioners were not tired of making public statements that the commission would distribute the voter ID cards to all voters across the country before November 19.



Rai informed media persons that the commission will distribute voter ID cards from November 15 to 17.

EC officials admit that the commission failed to fulfill its promise to distribute the voter ID cards because of its on weaknesses.



Earlier, the EC had planned to print permanent type of voter ID cards. But, it was scrapped because of differences among EC commissioners on whom to award the tender.



Later, it decided to print voter ID cards by its own. Though the commission has already printed over 12.1 million voter ID cards, it is yet to dispatch them across all districts.



The commission has printed 10 voter ID cards in single A4 sized paper. The commission also failed to deliver on its promise to put the voter ID cards in plastic cover.



A poll observer said that the failure of the EC to distribute voter ID cards to all voters poses a threat to a free and fair election.
