NC forms 16-member expert panel on constitution amendment

KATHMANDU, April 19: The Nepali Congress (NC) has finalized a 16-member expert committee to study constitutional amendments and provide recommendations, led by party vice-president Pushpa Bhusal.



Acting Chief Secretary Krishna Prasad Dulal said in a statement that the committee was completed in line with a decision of the party’s Central Working Committee meeting held on March 25.

The committee includes senior advocates Radheshyam Adhikari, Harihar Dahal, Prem Bahadur Khadka, Upendra Keshari Neupane, Sher Bahadur KC, Yadunath Khanal, Gopal Krishna Ghimire, Yogendra Bahadur Adhikari, Dinesh Tripathi, Sitaram KC, and Lalit Kumar Basnet.


Other members include advocates Ran Bahadur Thebe, Sharmila Shrestha, and Jhalmaya BK, while Raju Katuwal will serve as member secretary.


According to the party, the committee will study challenges seen in the implementation of the constitution, engage stakeholders to strengthen federalism and inclusion, and review issues related to identity and good governance. It is also tasked with addressing concerns raised by the emerging Gen Z political wave and aligning recommendations with the party’s electoral commitments.


The NC said the initiative comes as the constitution marks a decade since its promulgation, stressing the need for revisions in line with public sentiment while safeguarding core principles such as republicanism, federalism, and citizen rights.


The report prepared by the panel will form the basis for the party’s official position on constitutional amendments. It is also expected to support the broader national debate initiated by the government and help build political consensus on potential changes.
