Labour and Foreign Employment Dept to go separate

KATHMANDU: As envisaged by the Foreign Employment Act, the government is all set to split existing Department of Labor and Employment Promotion (DoLEP) into two entities to improve service delivery, lessening the pressure of works, said a highly placed government official. [break]



Under the existing structure, internal labor and foreign employment related all administrative works are being performed under the roof of the DoLEP. ‘’We are dividing the DoLEP into two departments -- Labor Department and Foreign Employment Department -- within two weeks in a bid to upgrade the standard of service through a specialized way,’’ Yubraj Pandey , secretary of the Ministry of Labor and Transport Management , told Republica on Monday.



Pandey added the Administrative Committee last week passed the proposal in this regard after it was forwarded by the Ministry. The DoLEP which has been dealing with the administrative process of approving documents of hundreds of Nepali overseas workers every day is running under limited staffs, who sometimes come under fire from customers complaining of dillydallying the services.



Mohan Krishna Sapkota, director general of DoLEP said hardly 20 out of 43 staffs in DoLEP are presently engaged in dealing with the documents related to overseas workers. “We have to deal with around 600 files every day relating to foreign employment, but the number of staffs available with us for this purpose is far lower than required,’’ said Sapkota. He said the soon to be formed Foreign Employment Department will get 58 staffers under it after the split.



‘’Service standard to be delivered to the customers will be upgraded as we are focusing on improved service through sufficient staffs who will be technically knowledgeable about foreign employment issues,’’ he added. Foreign Employment Department will remain in the existing DoLEP building in Old Baneshwor while Labor Department will be set up in Bhaisepati of Lalitpur where the government-run Labor Training Centre is located at present.
