Several committee members have registered over 70 dissenting views on the draft report that has four separate chapters -- on fundamental rights; fundamental duties; directive principles, policies and responsibilities; and citizenship. The chapter on fundamental duties is entirely a new one proposed by the committee.
The committee is the seventh of the 11 thematic committees entrusted with preparing preliminary draft reports for the new constitution. Other four committees yet to prepare their draft reports are-- the constitutional committee, the committee to determine the form of governance, committee on restructuring of state and devolution of state power, and the committee on distribution of natural resources, financial rights and public revenue.
With the finalization of the report by the seventh committee, the CA that remained without business since September 17 has got business. “We have decided to hand it over to CA Chairperson Subas Nembang on Sunday,” Bindya Pandey, chairperson of the committee, told myrepublica.com.
The finalized document consists of over 550 pages including 94-pages of draft report, concept paper and annexes.
As per the latest CA calendar of events, all the 11 thematic committees were scheduled to finalize their preliminary draft reports and complete deliberations on the reports in the CA by November 15. After the committees failed to meet the deadline set by the CA to submit their reports, the CA rescheduled its calendar of events for the sixth time on September 9.
