"We are planning to hold advance voting a few days ahead of scheduled election date so that we can ensure civil servants´ and others´ voting rights," Upreti said at a function organized by the district election commission in Morang on Wednesday. [break]"We want to hold pre-election some five to 10 days ahead of the general election."
He also informed that the commission is studying about the practice of holding advance voting in other countries. He also claimed the commission was studying the feasibility of ensuring the participation of Nepali voters staying abroad.
But he was quick to add that the legal status of Nepalis staying abroad had confused them to take a firm decision. He said though around three million Nepalis were staying abroad, their legal status in those countries were unclear which made it hard to make a decision on the issue.
He however made it clear that it was not possible to hold local elections on the same day when the national election for Constituent Assembly or parliament is conducted.
"It is technically not possible," said Uprety.
He however said that the commission would be able to hold local elections within a gap of few days after holding the general election.
