Even a year after the government declared Urlabari as a new municipality, the Village Development Committee (VDC) office of Urlabari is still functioning.
"Even though we are yet to see the municipality office in Urlabari, we have been forced to pay taxes as citizens living in municipality," said a local Nepali Congress (NC) leader Dik Bahadur Limbu.
The locals have threatened to launch a series of protests to exert pressure on the government to implement its decision.
