Terming the trend as a 'worrying factor', OAG stated that the trend reflected inefficient management of public funds among these security apparatuses in its 53rd Annual Report on Tuesday.The report has noted that despite having a Rs 7.5 million procurement agreement for fast-track construction during the SAARC Summit, NA has only procured equipments worth Rs 5.7 million and is yet to procure machinery worth Rs 1.8 million.
The report further notes that despite signing a Rs 14.4 million procurement agreement with a Singapore based firm for supplying equipment within three months, NA received the delivery months of the Summit was over.
OAG report has further pointed that the military institution under the Ministry of Defense has not been maintaining accounts as per the liability of Swyambhu Explosive Plant, Basundhara based canteen, Sunachuri Emulsion Plant.
It said that the Welfare Fund and Directorate of Development and Construction Works of the NA did not follow the procurement regulations that mandate preparing a procurement master plan while procuring equipment worth over Rs 100 million.
Besides these, the report stated that the national army has not maintained records of the infrastructures built in Echangunarayan, Chhauni and Chitwan, by going against its own financial regulations.
Similarly, NP and APF are found to have procured various logistics from unregistered agents against Nepal Agency Act, 2014 BS. NP has purchased logistics of Rs 154.4 million from five different unregistered agents and APF is found to have purchased equipments of Rs 62 million from two unregistered agents.
Besides this, the report has pointed to NP's inability to audit accounts of Naxal and Pathlaiya petrol pumps and Nepal Police Health Club.
